Caster Notifications is the standalone Caster OS mini app for wallet-gated inbox, unread counters, social and system filters, actor cards, realtime refresh, polling fallback, mark-read controls, storage cache, rate limits, QStorage, event log, and rollback evidence. This fallback is live for navigation and verification only. Notification read/write mutation, unread-state mutation, realtime publishes, production datastore mutation, QStorage writes, event-log appends, rollback, wallet signatures, and public announcements stay blocked_external until deterministic evidence passes.
